National income is the sum of all income available to the residents of a given country in a given year. This income heavily relies on the efforts of the labors working in the various industries. Usually, average wages of workers increase more rapidly than the average labor productivity, and the labor’s share increases.  Conversely, when the growth in average wages lags the growth in labor productivity, the result is a decline in the labor share. This relationship can become more complex if the proportion of wages in total compensation changes over time, or if different deflators are used to deflate wages and output per worker. In order to keep the workforce motivated, the government should pay the laborers according to the national income of previous year.

In the case of emerging and developing economies, the evidence appears to be more mixed and somewhat ambiguous. Discussing the case of Balochistan, labor is being attracted from all over the country to the province. The reason is that now Balochistan is turning towards industrialization and it needs more skilled labor. Somehow the labor of Pakistan holistically is ascendant to work on low wages. More ironically they are not even having any kind of social security or any kind of leverage from Government of Pakistan.

In the start of the May 2018, some terrorists killed 6 labors who were working in Lajjey, about 170 kilometres (105 miles) southwest of Quetta. It is pertinent to mention that all of the labors were from Northern Punjab. These labors were working on a mobile tower and were sleeping in tents at the site when they got attacked. Now, these attacks are examples of terrorism on the basis of ethnicity and the rhetoric of Punjabi vs other ethnicities, and should to be highlighted. If the patterns of these attacks are analyzed, the separatist militants have previously targeted ethnic Punjabi and Sindhi laborers in Balochistan. It is the prime responsibility of the employers of these labors to ensure their security as the area is vulnerable to such incidents.

In another incident, more than 23 colliers were killed in two separate mining accidents. There was methane gas explosion in Marwar mine which killed 14 colliers, whereas in Sooranj mine there was a mudslide which killed 9 labors. These exacerbated incidents can be avoided if the safety measures should be adopted by the employers of these projects. Provisional government should act more vibrant for safety measures and proper insurance mechanism should be drafted for those people who will lose their lives on field work.

Overall the situation in Balochistan is quite grim for labors. Provisional government should adopt a set of fundamental policies in liaison with the ministry of development for all labors. If these labors will work without heavy incentives, they won’t work for the country but only for their living. In order to create the sense of ownership in labors, it is essential to accommodate these labors accordingly in Balochistan. And if they won’t be accommodated, most workers, specifically least educated, would find themselves in a “race against the machine”, thereby increasingly worsening their relative socio-economic position.
