QUETTA: In a first formal and serious move to end the centuries old Patwari Raj in Balochistan, the Provincial Government had decided to implement it ambitious reform plan to digitalize land and revenue record in a phased manner.
In the first phase of modern digitalization Project, the Provincial Government will digitalize the revenue and land records in four important districts—Quetta, Jaffarabad, Pishin and Gwadar, the future commercial and finance capital of Balochistan.
The project was called as Land Revenue Management Information System which had been launched to computerize the land and revenue records in all parts of Balochistan in a phased manner.
Officials dealing with the project told this scribe that it would be based on Geographical Information System (GIS) which will provide automated platform for land transactions ensuring transparency and efficiency.
The Board of Revenue envisaging an increase its revenue manifold through computerization of its records, including crop inspection, tenancy, identification of tillers and integration of the system with Agriculture Department.
Mian objective of the digitalization of land and revenue record is to ensure transparency in record keeping and revolutionaries it , efficiency in revenue assessment, secure and reliable transactions, real time updating the record, reliable data to resolve land disputes, easy access to land revenue records to all stake holders, Efficient record for ownership title, executing efficient mutation process, Data Mining for Taxation plans.
The project will help use the GIS technology, design a system to cater for providing land information and also help determine the land use, ownership, land transfer and purchase. It will provide help assistance in land revenue and tax assessment and collection in an efficient manner.
It will reduce the usual and historic pressure on judicial system and also encourage social harmony.
The project will provide services to the citizens at Tehsil level and the civic centre which civic facilities and services are provided.
The greatest advantage is that it would be linked up with the banking system and NADRA so that small land owners can use land as collateral under a very simplified process.
